As the Trat town was assigned to be in French’s possession, the government of King Rama V need to waive the land ownership of Trat and Prachantakiriket (Koh Kong) to France, according to the treaty dated February 13, R.S. 112. Apparently French troop that posting at Chantaburi had withdrawn its army, according to the treaty since January 12, 1904. Thus, Siam government empower Phraya Maha Ammataya Tibodi (Zeng Wiriyasiri) who is Phraya Sri Sahathep at the moment, position as a royal Permanent Secretary of the Ministry of Interior, to be an official delegation conducting the process with French official on Trat town and Prachantakiriket issues.

         The delegation issue with Trat town and Prachantakiriket at that time, Phraya Maha Ammataya went to Trat province via H.M.S. Crown Prince ship. The day of territory assignment to French official, conducted at Trat town hall on January 22, 1904 in front of Phaya Pipit Pisai Suntharakarn, the Trat governor and Luang ram Rittirong, Trat procurement. Phraya Maha Ammataya signed the document granting the possession to Residence Kampot, French official, with some government official in Trat and Koh Kong, Phaya Pipit Pisai Suntharakarn, and Mr. Was, Provincial Court Judge, then leave the area by H.M.S. Crown Prince ship and return to Bangkok.

         Before the signing of the granting document, Thai flag (White Elephant on the altar) was still up on the pole, and French flag was below within the same line. Later, after Thai delegation granted the possession to France, and French delegation accepted, French order Vietnamese soldier to low down Thai flag, and raise French flag up simultaneously. French troops salute and horn the trumpet, then let Thai official remove the Elephant flag down. That day all Thai people fall of tears to the ground.¹

         The rule of French and Prachantakiriket, French official was assigned to be at Trat provice, in the Residence Kampot, at Bang Phra canal community.
